அமெரிக்க ஜனாதிபதி Obama எனக்கு கடிதம் போட்டிருக்கின்றார் .அதுவும் அன்புள்ள நண்பா என அழைத்து இருக்கின்றார்..... நாடுகடந்த பிரதமர் அமைச்சர்களை விட விட எனக்குத்தான் அரசியல் "பழம்" அதிகம் ஹி ஹி ஹி ஹி

இப்பிடி கொசுத்தொல்லை தாங்க முடியாமல் இருக்கு ,

 பிளீஸ் பிளீஸ் ஏதாவது சாதிச்ச்சு போட்டு அறிக்கை விடுங்கோ . 

சனத்தை வெள்ளி எண்ண வைக்காதையுங்கோ

ஒபமா நண்பா என எனக்கு எழுதின acknowledgement
லெட்டர் , இது பெரிய விஷயம் இல்லை

உவனுகள் உந்த மேற்குலக அரசாங்கங்கள் , அரசியல் வாதிகள் இருக்கெல்லே

அவனுகளுக்கு நீங்கள் ஆர்கடிதம் போட்டாலும் , நண்பா எண்டும் , வாக்காளப்   பெருமகனே எண்டும் ஒரு acknowledgement letter பதில்  கடிதம் போடுறதை முன்பின் அறியாத சில சனங்கள் அப்பிடி ஒரு கடிதம் வந்த உடனே , அதை தூக்கிக் கொண்டு , பசி தண்ணி இல்லாமல் ஓடோ ஓடு  என்ற ஊரெல்லாம் ஓடி திரியிறதை நன் முந்தியும் பார்த்திருக்கிறான் .

பல   சம்பவங்கள்  அண்மையில் நடை பெற்று இருக்கின்றது .

தமிழ் அரசியல் வானில் மத்தாப்பு மாதிரி வெடிச்சு தள்ளியவாறே இருக்கு .

இது அண்டப் புழுகனும் ஆகாசப் புழுகனும் 

கதையை விட மோசமாய் இருக்கு . 

நாங்கள் இந்த அறிக்கை விட்டு என்னதான் சாதிக்க போறம் கொஞ்சம் யோசியோங்காடாப்பா     ?    .   

• கிளிண்டனை சந்திக்க போறம் எண்டு அறிக்கை . என்ன சந்திச்சு போட்டு விட்டால்   என்ன ?  அப்பிடி ஒரு விஷயம் நடக்காது அதனால் சந்திச்சிட்டம் எண்டு சொல்லல சான்ஸ் இல்லை எண்டு தெரிஞ்சோ செய்யிறியல் . 
• பான் கீ   மூனைப் பிடிக்கப் போறம் எண்டு அறிக்கை . எனேடாப்பா   மூனைப் பிடிச்சு , பேரனுட்ட்டை கொடுத்து போட்டு அறிக்கை விடல் என்ன குறைஞ்சா போச்சு ?. அல்லது மூனைப் பிடிக்க ஏலாது எண்டு தெரிஞ்ச்சபடியா , மூனைப் பிடிச்சு தாரன் என்று பேரனுக்கு சொல்லுற மாதிரி சனத்துக்கு சொல்லுறியளே ? 
• கனடாப் பிரதமர் கடிதம் போடிருக்கின்றார் என்று அறிக்கை . அட அப்பா கடிதத்தை வைச்சு கூழா காய்ச்சுறது . ஏதாவது காரியத்தை சாதிச்சு போட்டு அறிக்கை விடுங்கோடாப்பா ! 
• தென் சூடான் சுதந்திர விழாவில் பங்கு கொள்ள அழைப்பு என்று அறிக்கை . என்னடாப்பா தென் சூடான் சுதந்திர  விழாவில் பங்கு கொண்டு போட்டு படத்தோடை அறிக்கை விட்டால் பரவாயில்லை .
• ஜெனிவாவில் bore ஆட்டம் அறிக்கை . ஜெனிவாவிலை ஒரு தீர்மானத்தை வருறதுக்கு பாடுபடுங்கோடாப்பா !
• அடையாள அட்டை தாரம் பயணம் செய்யலாம் எண்டு அறிக்கை . எடை அப்பா ஏதாவது ஒரு நாட்டோடை பேசி முடிவு எடுத்துப்போட்டு அறிக்கை விடுங்கோடாப்பா ! முடிவு எடுக்க போறம் எண்டதை விட அது நல்லதேடாப்பா !      

இப்பிடி கொசுத்தொல்லை தாங்க முடியாமல் இருக்கு , பிளீஸ் பிளீஸ் ஏதாவது சாதிச்ச்சு போட்டு அறிக்கை விடுங்கோ . சனத்தை வெள்ளி என்ன வைக்காதையுங்கோ .

நாடு கடந்த தமிழீழ அரசாங்கத்தின் அரசியல் வெளிவிவகாரத்துறை அமைச்சர் தணிகாசலம் தயாபரன் அவர்கள், 2013இற்கான பொது நலவாய அமைப்பு நாடுகளின் தலைவர்களுக்கானமாநாட்டை ஸ்ரீலங்காவில் நடாத்த எடுக்கப்பட்டிருக்கும் முடிவினைமீள்பரிசீலனை செய்யக்கோரி கனடிய பிரதமர் மதிப்பிற்குரிய ஸ்ரீபன்ஹார்ப்பர் அவர்களுக்குக் கடந்த அக்ரோபர் 26ம் திகதி, கடிதம்ஒன்றை அனுப்பியிருந்தார்

அவர் தனது கடிதத்தில் அடிப்படை ஜனநாயக நெறிகள், நல்லாட்சி,சட்டநீதியின் ஆட்சி ஆதியன சம்பந்தமான பொது நலவாயஅமைப்பினது கடப்பாடுகள் மற்றும் பொது நலவாய அங்கத்துவநாடான ஸ்ரீலங்கா இன்று நடந்து வருகின்ற முறை, அதற்கும்மேலாக மனித உரிமைகளை உதாசீனம் செய்கின்ற ஸ்ரீலங்காவின்போக்கினால் இன்று சர்வதேச அரங்கிலும் பொதுநலவாயத்தினுள்ளும் உருவாகியுள்ள நிலை என்பவற்றைச்சுட்டிக்காட்டியிருந்ததுடன், மேற்குறிப்பிட்ட விடயங்கள்தொடர்பான நாடு கடந்த தமிழீழ அரசாங்கத்தின் நிலைப்பாடு,மற்றும் நா.க.த.அ. இன் நோக்கம் பொன்றவற்றையும்வெளிப்aபடுத்தியிருந்தார்.

அவர் எழுதிய அந்தக் கடிதத்திற்குக் கனடியப் பிரதமரின்அலுவலகம் கடந்த நவம்பர் 2ம் திகதி பதில் கடிதம் அனுப்பிவைத்துள்ளது.

“நாடு கடந்த தமிழீழ அரசாங்கம் சர்வதேச சமூகத்துடனும்கனடா,அமெரிக்கா மற்றும் ஐரோப்பிய ஒன்றிய நாடுகளுடன்ராஜதந்திர உறவுகளை ஏற்படுத்துவதற்காக மேற்கொண்டிருக்கும்முன்னநகர்வுகளின் ஒரு முக்கிய மைல் கல்லாக இது பார்க்கப்படவேண்டும் என்றால் அது மிகையாகாது” என்று இது பற்றிக் கருத்துத்தெரிவித்த நா.க.த.அ. இன் தகவல் மற்றும் ஊடகத்துறை அமைச்சர்சாம் சங்கரசிவம் கூறினார். இவ்விடயம் பற்றித் துணைப்பிரதமர்ராம் சிவலிங்கம் கருத்துரைக்கையில் “இது ஒரு நற்செய்தி எமதுஅரசாங்கத்தைக் கனடிய அரசு கவனத்திலெடுத்திருப்பது எமதுநீண்ட விடுதலைப் பயணத்தில் தெரியும் ஒர் ஒளிக்கீற்றுப்போலுள்ளது” என்று தெரிவித்தார்.

கனடிய பிரதமர் அலுவலகம் அனுப்பி வைத்துள்ள பதிலின்தமிழாக்கம் கீழே தரப்பட்டுள்ளதுடன் அமைச்சர் தயாபரனின்கடிதத்தினுடைய ஆங்கில வடிவமும் கீழே தரப்பட்துள்ளது.

ஸ்ரீலங்காவில் நடைபெற உள்ள பொதுநலவாய அமைப்புநாடுகளின் தலைவர்கள் மாநாடு பற்றிய தங்களது கடிதம்கிடைக்கப் பெற்றது.

உங்களது கடிதத்தில் நீங்கள் சுட்டிக்காட்டியிருந்த விடயங்கள்கவனமாகப் பரிசீலிக்கப்பட்டுள்ளன என்பதை நிச்சயப்படுத்திக்கொள்ளவும். மதிப்பிற்குரிய வெளிநாட்டலுவல்கள் அமைச்சர்ஜோண் பெயார்ட் அவர்களிடம் தங்கள் செய்தியினை அனுப்பிவைத்துள்ளேன். இந்த விடயத்தில் தங்களுக்கு உள்ள கரிசனையைதெரிவித்தமையை அமைச்சர் பாராட்டுவார் என்பதையும் நான்அறிவேன்.

Dear Rt. Hon. Stephen Harper,

The Commonwealth, a conglomeration of mostly former British colonies, will

soon be meeting for their biennial gathering in the hope of ironing out the

difficult challenges that they face in the twenty-first century.

Whatever the official itinerary may be for 2011, the Australian Prime

Minister, in announcing Perth as the venue for hosting the CHOGM in 2011,

reminded the member states of their strong commitment to the fundamental

principles of democracy, good governance, and the rule of law as well as the

protection of human rights.

Similar gestures were made by the Commonwealth Secretary-General to find

peace and prosperity for all and to deliberate on how this 'exceptional'

organization can serve the world better.

For these expressed sentiments to become a reality, the concerted actions of

member states must be seen to deal with those countries that do not conform

to the Commonwealth's expressed norms. Where the Commonwealth's values are

violated, the range of measures already available to the Secretary-General

and CMAG must be implemented expeditiously.

Helen Clark, Administrator of the United Nations Development Programme,

speaking in Istanbul in May 2011 on the Least Developed Countries, said that

democratic governance entails meaningful and inclusive political

participation. Improving governance should include more people having more

of a say in the decisions which shape their lives.

This is hardly the case in Sri Lanka. Sri Lanka, a state from which many

have sought refuge in neighbouring Australia has become a subject of

international criticism not only in issues of good governance and inclusive

political participation but also on its dismal human rights record,

previously resulting in deferring the candidature of Sri Lanka to host the

CHOGM summit in 2009.

Since then, the UN Secretary General's Expert Panel's Report published in

March 2011 on Sri Lanka's conduct of the ostensible war on terror denounces

the state. In stark contrast to the government's claims of 'humanitarian

rescue operations' with a policy of 'zero civilian casualties', the report

found credible allegations of serious violations of international

humanitarian law and international human rights law. These allegations, if

proven, indicate that the Government of Sri Lanka may be complicit in what

would amount to war crimes and crimes against humanity.

Subsequently, a UK based TV network Channel 4 documentary 'Sri Lanka-

Killing Fields', aired in June 2011, seems to vindicate the findings of the

UN panel. U.S. Congressman James McGovern, co-chair of a U.S. Congressional

human rights commission described the Channel 4 documentary as 'a gruesome

example of humans at their worst,' The Commonwealth Secretariat in London

also expressed concern over the contents of this Channel 4 television

programme, saying "there is understandable widespread abhorrence at what the

programme purports to show".

Given the credibility that the Commonwealth Secretariat attached to the

Channel 4 programme, it comes as no surprise Sri Lanka, a member nation of

the Commonwealth, should strenuously challenge the programme's content and

deny these allegations.

Maja Daruwala, Director of Commonwealth Human Rights Initiatives commenting

on Human Rights: Final Destination Sri Lanka, urges that a 'decision on Sri

Lanka as the next venue for CHOGM 2013 be made only after a thorough and

independent assessment is done of the country's progress toward ensuring

honest accountability for past actions providing effective redress to

affected population and assuring the future of human rights compliance in

that country.'

The Transnational Government of Tamil Eelam ('TGTE') endorses that

statement. The TGTE which was inaugurated in May 2010, is a political

formation created to win the freedom of the Tamil people in Sri Lanka on the

basis of the fundamental political principles of nationhood, homeland and

the right to self-determination. At present the Eelam Tamil people have

absolutely no prospect of articulating their political aspirations or of

exercising their fundamental rights in their homeland itself. The Sri Lankan

government, through legal impediments, military occupation and murder, is

strangling the Tamil people's aspirations and their political rights. Under

these conditions, the Tamil Diaspora, an integral part of the nation of

Tamil Eelam, came forward to hold elections in twelve countries and to

establish the Transnational Government of Tamil Eelam in order to pursue

this political struggle through democratic means.

If the Commonwealth was to affirm their commitment to fundamental political

principles and values by action, then Sri Lanka's position to play host to

the Commonwealth summit in 2013 should be reconsidered. Thank you.
